Not illustrated. 1911 Excerpt: ...into German industrial and trade secrets with any expectation that those secrets would be laid open, perfectly illustrates the folly and the weakness of the Tariff commission scheme, so far as it could possibly hope to obtain accurate and trustworthy information regarding foreign production cost. The veriest amateur in business and economics should have known that the attempt must fail; that the foreign producer would not confess to "too low wages" when that confession would illustrate the need of a still higher Tariff against his goods. It will be remembered that the German Government undertook to influence our Tariff legislation in 1909 by a report showing wages and production cost much higher than was commonly supposed. This showing was received with much incredulity, as it deserved to be, considering the obvious motive which prompted it. The "seeking-forinformation-trip" of "Jimmy" Reynolds has failed. He could not hope that the Germans would show him their books and tell him the truth about production cost. Their own government does not ask them to do that. The German Kaiser is a stockholder in many industrial enterprises, and the policy of the German Government is to help its industrials make money, not hinder them. This is a German peculiarity which might well be copied at Washington. On another page will be found a complete translation of a recent article in the Allegemeine Zeitung of Chemnitz relating to the Reynolds junket and pilgrimage. Evidently "Jimmy" has not made a hit with the Germans. Confession and Apology.
